I did Madam M quests on chap 9 and all quests in chap 14 and the letter was there. the letter did not spawned b4 i use the grappling gunno trace of it .. i watched a video in YT and i know the place where it will spawn I did all the requirements and still no, I got the trophy on my first play through- I didn’t see the letter till I completed all the gym mini games and beat Jules at pull ups, even though it’s not a requirement to completing all side quests I think you have to do that as well, it needs to be complete in your current playthrough, so press the touchpad and go to quests and see what you're missing.
