Each of these characters has some aspect of their identity that opens a door to a more thorough examination: Marcus is a black guy from Oakland living in lilywhite San Francisco; Sitara is an Indian-American woman leading a group of tech-savvy men.

Perhaps what surprises me the most about Watch Dogs 2 is that it's unafraid to talk about topical cultural and political issues without batting an eye. I played a couple hours of co-op over the weekend and in no time my buddy and I were coordinating and executing elaborate strategies—you spot me with your aerial drone and then distract the guards, I’ll sneak in from behind, then meet you around back for our getaway!

So while he and his band of misfit DedSec hackers seem like they’d be happy pulling pranks and humiliating their opponents, they do not seem like they’d be cool with murdering Google security guards and assassinating SF cops.

First the game was too hard, then the game was too easy, but both complaints come back to the same issue: Watch Dogs 2’s AI isn’t what it needs to be. The biggest issue, and probably the only issue I had with Watch Dogs 2 is the framerate on certain segments of the game. The white guys in the cohort are working out their own identity issues—Wrench has built himself a customized face-mask and his constant jokes betray a deep vulnerability, and Josh is autistic and has trouble keeping up with the rest of the group’s ironic humor and pop culture references. Some of my favorite games are the ones that allow you to feel like you're breaking them. It doesn't come across as "diversity for diversity's sake," whatever the heck that means. The biggest mechanic is the hacking, and boy have they made it both easy to do and bags of fun at the same time.

I’d brazenly attack rooms full of armored soldiers then run to a corner and hide until they “forgot” me and resumed their patrols. It keeps the game fresh and distinct, and I’ve yet to tire of creeping and hacking and scouting. Great gameplay is vital if you’re to enjoy the world around you, and thankfully, every aspect of movement and adjusting to your equipment has been improved ten-fold since the first game.

I found this a bit of an issue in the first game, but thankfully Ubisoft Montreal has got it completely right.

There’s plenty of room for things to go wrong, and there are plenty of ways for you to take out your hacker. What’s more, Marcus is unable to move a guard’s body after he kills or incapacitates them, so every downed enemy dramatically increases the likelihood of a raised alert level. I expected Watch Dogs 2 to be a paint-by-numbers sequel -- more guns, more cars, a bigger playground.

Unlike its scattered predecessor, most of these disparate challenges hold together as a coherent experience.

These robots open Watch Dogs 2 up substantially, and represent its best new idea. Unlike the first Watch Dogs, hacking doesn't seem like a little bit of extra flavor to spice up an average shooter. It’s grinning and dancing for you, but you can see its veins popping.
Once you’ve scouted a building, you’re free to direct Marcus however you please, crouching behind cover and carefully moving toward your goal. After finishing it, I think the change to some much-needed levity was a clever move that led to some surprisingly good character work and political commentary. its scattered and frustrating predecessor. You can pimp them up with loads of different decals, but unlocking the ability to get them to taunt guards provides one of the game’s absolute highlights.

So much of Watch Dogs 2 is well-considered and well-designed that the game’s missing features and shortcomings stick out.

Since releasing in 2014, Ubisoft's Watch Dogs has meant something different to almost everyone who played it. The first Watch Dogs often tripped over itself when trying to simultaneously justify and critique its protagonist’s actions, so it’s understandable that the writers would elect to sidestep the issue altogether in the sequel. Each co-op mission winds up feeling like a more casual, two-person Grand Theft Auto Online heist. Those pacing and tonal flaws stand out because the majority of the game is unusually consistent. But despite Marcus' seemingly inhuman superpowers, he's human in that a few bullets is enough to end his hacking career/life.

Oddly, Marcus has a variety of non-lethal weapons at his disposal but no option for a non-lethal melee attack. The missions are varied and intense, and the characters provide plenty of great moments. It makes sense as the way that Marcus and his friends interact with their surroundings. It’s strange that this should be an unusual thing for a game like this to do, but there you go.

The satire is low-key and obvious, but given how good the real Bay Area has become at satirizing itself, it works well enough.

I liked Watch Dogs 2, though perhaps not quite as much as it wanted me to like it. For the most part, it is. At the start of the game, Marcus is recruited into DedSec, a fun-loving San Francisco-based hacker collective that operates more or less like how your dad imagines Anonymous. It feels like a missed opportunity, even as I understand the inclination to keep things light and surface-level. Its motley crew of hackers won me over with their unflappable enthusiasm, and its loving recreation of San Francisco made me nostalgic for a city that I’m generally happy to have left behind. Now you’re planning an ambush to take down corrupt cops. The main thrust of the storyline stays true to the good-times introductory missions. Oh, and Windows 10 decided to update when I finished this review the first time, deleting everything I did and making it so I had to rewrite this two hours before embargo. The phone is your go to piece of equipment, and it’s always important to use when you’re in need of an upgrade. Watch Dogs 2 is a generous game in many ways. Most missions go a little something like this: there's a building that you need to infiltrate, with one or two spots that you need to physically reach and interact with.

Well imagine how much of that can be corrupted, altered and stolen by the people who know how. At one point in my travels I overheard a discussion of the complex politics of Mission burritos, followed by a couple of guys wondering why the bars all close at 2 a.m.. (“I hate after parties,” says the guy.) Considering violence is never really mentioned in any of the cutscenes, it didn't seem right to have him joking and generally enjoying his rebellious life and then shotgun off hundreds of faces. Collectibles are always difficult to reach, and require either careful environmental problem-solving or infiltration of some sort of guarded compound. Marcus, Sitara, Wrench, and the rest of the crew have completely different personalities, yet all are interesting in their own way.
